Scope An account servicer, for example, a registrar, transfer agent or custodian bank, sends the SecuritiesMessageRejection message to the account owner, for example, an investor or its authorised agent, to reject a previously received message on which action cannot be taken. The message may also be sent by an executing party, for example, transfer agent to the instructing party, for example, investment manager or its authorised representative to reject a previously received message on which action cannot be taken. Usage The SecuritiesMessageRejection message is used for the following reasons:
- the executing party does not recognise the linked reference, so the executing party cannot process the message
- the instructing party should not have sent the message. Reasons that a receiver does not expect a message include no SLA in place between the Sender and the Receiver. The SecuritiesMessageRejection message must not be used to reject an instruction message that cannot be processed for business reasons, for example, if information is missing in an instruction message or because securities are not available for settlement.

MessageIdentification building block
Reference that uniquely identifies a message from a business application standpoint. Identifies a message by a unique identifier and the date and time when the message was created by the sender. For comparison, see the ISO20022 official specification

Extensibility and generalization considerations
To facilitate generalized design patterns in the system, the SecuritiesMessageRejectionV03 implementation follows a specific implementaiton pattern. First of all, SecuritiesMessageRejectionV03 impleemnts IOuterRecord indicating it is the outermost logical part of the message definition. Like all message wrappers, SecuritiesMessageRejectionV03Document implements IOuterDocument. Because SecuritiesMessageRejectionV03 implements IOuterDocument, it is a suitable template parameter for IOuterDocument, and causes the internal ‘Message’ to be of type SecuritiesMessageRejectionV03.

Document wrapper for serialization
The only real purpose SecuritiesMessageRejectionV03Document serves is to cause the document to be serialized into the ‘urn:iso:std:iso:20022:tech:xsd:semt.001.001.03’ namespace. Therefore, it will probably be the usual practice to build the message and construct this wrapper at the last minute using SecuritiesMessageRejectionV03.ToDocument() method. The returned SecuritiesMessageRejectionV03Document value will serialize correctly according to ISO 20022 standards.
